The Permanent Affordability Commitment Together/Rental Assistance Demonstration (RAD) program has made it possible for the New York City Housing Authority (NYCHA) to partner with developers, property managers, and service providers to access traditional affordable housing resources to preservation public housing as permanently affordable. As part of NYCHA 2.0, a 10-year plan to ensure quality housing for all NYCHA residents, the Authority plans to address $24 billion in vital repairs and ensure residents have safe, decent, and affordable homes. A critical part of NYCHA 2.0, PACT enables NYCHA to renovate public housing apartments.

NYCHA's PACT program aims to convert 62,000 apartments to bring the benefits of comprehensive apartment repairs and building upgrades to more than 142,000 residents, all while retaining tenant protections and public control of NYCHA's housing stock. Since the program's inception in 2016, NYCHA has successfully generated almost $2 billion in capital repair work across the City, modernizing 9,517 homes through PACT.  

This webinar provides an overview of the PACT/RAD program, the role that Community Based Organizations (CBOs) play, and the opportunities for leveraging PACT/RAD as it is scaled up across the City.  

Ed Braxton, Senior Program Officer at Enterprise Community Partners, moderated the conversation and was joined by Jonathan Gouveia, Executive Vice-President for NYCHA's Real Estate Department, and two current PACT development partners, Apex Building Group and Settlement Housing Fund.
