Enterprise’s 2023 Rural Rental Housing Preservation Academy is a national, cohort-based learning opportunity that supports organizations as they seek to preserve, recapitalize, and transfer USDA Section 515 affordable housing properties.
In 2018, Enterprise launched the Rural Rental Preservation Academy to help rural housing providers and nonprofits acquire and preserve subsidized affordable housing. Over the past five years, we have brought together over 100 industry experts and more than 500 participants to develop specialized strategies and resources tailored to individual rural communities across the country.
This series of no-cost training and peer learning sessions is designed to help rural housing providers and nonprofits acquire and/or preserve USDA Rural Development.
Sessions are open to all.
May 31, 2023 | Introduction to Rural Development 515 Transfer Process
This session covered current housing stock across the country, and what it means to preserve the affordability of the housing stock that are at risk. Guest speakers shared their experiences and challenges when working in rural communities when preserving rural properties.
June 14, 2023 | Strategies for 515 Preservation: Case Studies
Explore preservation through the lens of case studies throughout the country with rural developers who have facilitated the acquisition and rehabilitation of USDA 515 properties and utilized resources for rehab and redevelopment in rural communities.
June 28, 2023 | Capital Needs Assessment and Operating Budget
During this session, we covered capital needs assessments (CNA), provided samples of the rural development required CNA template, and explored how the CNA will affect the project’s operating budget.
July 26, 2023 | Understanding Tax Implications of a Transfer
Through this session, we will bring in outside experts to discuss tax implications of 515 acquisition.
August 23, 2023 | National Policy Conversation- 521 Rental Assistance and Decoupling
The session featured rural housing advocates and experts who will explore why preservation is such an important issue for rural communities, and what work is being done to ensure that USDA-subsidized housing stock is rehabilitated and stays in service for many years to come.
September 13, 2023 - In Person Convening | Funding Beyond Rural Development: LIHTC, Bonds and Third Party Lenders Connecting Buyers and Sellers
This in-person session covered an array of financing resources available to preserve and rehab rural properties. Local and federal programs and rural housing portfolios outside of RD and topics like joint development partnerships were also covered.

Explore strategies, tools, and best practices for effective asset management and incorporating resident services to enhance tenant stability. You will also learn more about portfolio risk assessment and mitigation.
