Program Overview

The U.S. Virgin Islands continue to recover from the impacts of the 2017 category 5 hurricanes, Irma and Maria. Since then, strengthening the capacity of community-based organizations, increasing community development, and furthering resilience goals have become especially important. The U.S. Virgin Islands government develops most of the affordable housing in the territory, but greater private participation in housing and community development efforts locally could help meet the significant and currently unmet affordable housing need. Enterprise is creating a program that will support capacity building and promote growth in the U.S. Virgin Islands’ affordable housing ecosystem with a grant funded by the Federal Home Loan Bank of New York.

In 2023, three housing and community development organizations in the United States Virgin Islands were selected to receive $100,000 in grants from Enterprise Community Partners and the Federal Home Loan Bank of New York. In 2024, Enterprise Community Partners and the Federal Home Loan Bank of New York offered a second grant opportunity to four housing, community development, and non-profit organizations that were selected to receive grants of up to $100,000. The USVI Housing Ecosystem Development Grant Program will help to strengthen organizational capacity through training and technical assistance and provide funding to advance affordable housing and community development efforts.

Love City Strong is a non-profit organization dedicated to serving the residents of St. John.

2023 Grantees

Adrian Realty, LLC

Adrian Realty, LLC has developed four moderate-income rental units in St. John. Through participation in the Housing Ecosystem Development Grant Program, the organization aims to develop additional affordable housing units available to St. John’s local workforce.

WMWilliams & Partners Inc.
Serving: St. Thomas, USVI
Owner: Winston M. A. Williams Jr.
WMWilliams & Partners, Inc. is a construction and development firm committed to developing residential multi-unit properties in St. Thomas. The organization aims to develop, build and manage at least 50 low-income apartments on the island over the next five years.

St. Croix Foundation for Community Development, Inc.
Serving: St. Croix, USVI

St. Croix Foundation for Community Development (SCF) is a place-based community foundation on St. Croix that is revitalizing Downtown Christiansted through mixed-use development and place-keeping projects. SCF’s holistic community development includes the restoration and redevelopment of historic properties in Sunday Market Square which will create seven affordable rental housing units and other community spaces. SCF also leads numerous nonprofit capacity building initiatives and supports coalitions of nonprofit organizations working in the USVI housing ecosystem.
